Sydstaternas öppna revolution mot Washington och den amerikanska demokratin

När USA:s konservativa Högsta Domstol slängde ut den historiska Rösträttsreformen från 1965, som gjorde det olagligt att diskriminera mot mnoritetsgrupper, så reste sig republikanerna i sydstaterna med början i Texas och North Carolina, och började införa nya diskrimineringslagar för att försäkra sig om att “den vite mannen” och speciellt inte den vite republikanen, någonsin mer behöver frukta att förlora makten.

The court divided along ideological lines, and the two sides drew sharply different lessons from the history of the civil rights movement and the nation’s progress in rooting out racial discrimination in voting. At the core of the disagreement was whether racial minorities continued to face barriers to voting in states with a history of discrimination. “Our country has changed,” Chief Justice John G. Roberts Jr. wrote for the majority. “While any racial discrimination in voting is too much, Congress must ensure that the legislation it passes to remedy that problem speaks to current conditions.” The decision will have immediate practical consequences. Texas announced shortly after the decision that a voter identification law that had been blocked would go into effect immediately, and that redistricting maps there would no longer need federal approval. Changes in voting procedures in the places that had been covered by the law, including ones concerning restrictions on early voting, will now be subject only to after-the-fact litigation.

If the bill is passed by the state’s Republican governor, Pat McCrory, voters will be required to present government-issued photo IDs at the polls, and early voting will be shortened from 17 days to 10. Voting rights experts say studies reveal that both measures would disproportionately affect elderly and minority voters, and those likely to vote Democrat.

The bill also ends same-day registration. Instead, voters in the state will be required to register, update their address or make any other needed changes at least 25 days ahead of any election. It also abolishes a popular high-school civics program that registers tens of thousands of students to vote each year, in advance of their 18th birthdays. And it ends straight-ticket voting, the practice of voting for every candidate fielded by a party has on an election ballot, a provision that has been in place in the state since 1925.

The Justice Department is preparing to take fresh legal action in a string of voting rights cases across the nation, U.S. officials said, part of a new attempt to blunt the impact of a Supreme Court ruling that the Obama administration has warned will imperil minority representation.

The decision to challenge state officials marks an aggressive effort to continue policing voting rights issues and follows a ruling by the court last month that invalidated a critical part of the 1965 Voting Rights Act. The justices threw out a part of the act that determined which states with a history of discrimination had to be granted Justice Department or court approval before making voting law changes.

Problemet är vad som händer om sydstaterna helt sonika struntar i den djupt impopuläre president Obama och hans regering i Washington. Det är högst otroligt att Obama skulle våga skicka trupper till sydstaterna för att driva igenom federal lagar, något som Lyndon Johnson inte drog sig för att göra för att driva igenom den lag som HD nu har slängt ut.

I en sån konfrontations skulle sydstaterna antagligen vinna och Washington eller i varje fall Obama förlora.

Det här är den mest allvarliga utvecklingen i Washington sen 1960-talet, och kan leda till en öppen brytning mellan sydstaterna och den federala regeringen.
