De svenska rapporterna om president Obamas NSA-tal igår som jag har läst nu på morgonen skjuter in sig hur politiker USA och omvärlden har reagerat på presidentens rapport. Och till en viss del stämmer det.

Carol E. Lee och Siobhan Gorman i Wall Street Journal ger en bra översikt över presidentens reformer: Obama Says NSA’s Mass Collection of U.S. Phone Data Will End President Also to Require Court Order for Search of Information

In one of the biggest changes, he said the government would stop storing huge amounts of telephone data in NSA computers, but he hasn’t determined where the databases will be located, such as at phone companies. Instead, he asked the attorney general and intelligence officials to work with Congress to come up with alternative locations within 60 days. That could prove difficult.

President Obama put an end to the mass collection of phone data and promised the U.S. will stop spying on allies.

Other changes will take effect immediately. Intelligence officials now must seek approval from a secret national-security court before conducting government searches of a person’s phone data, Mr. Obama said. In addition, data searches have been scaled back, so that investigators may only examine personal connections that are two steps removed from a target, instead of three.

Mr. Obama also adopted new privacy protections for non-U.S. citizens and ended government spying on heads of state of close American allies, though monitoring leaders’ staff members wasn’t prohibited

Mr. Obama never mentioned two issues that have upset U.S. technology executives, who worry about losing business overseas—reports of secret government taps on overseas data centers and the weakening of encryption standards.

President Obamas besvarade alltså inte med ett enda ord Silicon Valleys protester. Och det betyder i klartext att NSA kommer att fortsätta att sabotera alla försök att framställa säkra krypteringssystem och att man kommer att fortsätta att massavlyssna all information som samlas i Googles, Facebooks, Apples och Microsofts datormoln. Och det var inte vad Silicon Valley hade hoppats få höra i det här linjetalet.

För det kommer på sikt att betyda att amerikanska IT-företag inte längre kommer att kunna konkurrera på världsmarknaden.

David E. Sanger och Claire Cain Miller skriver i New York Times: In Keeping Grip on Data Pipeline, Obama Does Little to Reassure Industry

Google, which briefly considered moving all of its computer servers out of the United States last year after learning how they had been penetrated by the National Security Agency, was looking for a public assurance from President Obama that the government would no longer secretly suck data from the company’s corner of the Internet cloud.

Microsoft was listening to see if Mr. Obama would adopt a recommendation from his advisers that the government stop routinely stockpiling flaws in its Windows operating system, then using them to penetrate some foreign computer systems and, in rare cases, launch cyberattacks.

Intel and computer security companies were eager to hear Mr. Obama embrace a commitment that the United States would never knowingly move to weaken encryption systems.

They got none of that.

Men nu är det inte för presidenten att på egen hand bestämma vilka rättigheter NSA har att massavlyssna USA:s befolkning. Förr eller senare kommer det här att bli ett fall för USA:s Högsta Domstol.
